Thank you for the email and the opportunity to respond.

Unfortunately there isn’t sufficient width of plot to provide two parking spaces next to each other.  However, I note that your Transport Officer has failed to consider the existing use of the site and the fact that that use has the same parking layout as we are showing.

The existing C2 use, under the parking standards for a C2 Nursing Home, required 1 space per FTE member of staff and 1 per 4 residents. Given that historically there were 4 residents and always 2 members of staff on site, the parking requirement would have been 3 spaces.  There have only ever been two.  In other words, and bearing in mind that the test in planning terms is the impact on highway safety, the proposed use places less stress on parking than the existing use (1.75 spaces compared with 3) and therefore there will be a small, but nonetheless noteworthy, reduction in the demand for on road parking and therefore an increase in highway safety.  This is sufficient justification for the proposal.

In terms of bin storage, as with all dwellings along this part of Southampton Street, bins are stored in the front courtyards. This is demonstrated by this snap from google street view:

Whilst not ideal in street scene terms, again it how the property has operated for many years under its current use.  I have annotated this on the amended block plan.

Cycle storage can be provided in the amenity space to the rear of the site, best located next to the existing kitchen window as annotated on the attached.

Hopefully this addresses all of the issues.  Can you please let me know if everything else is acceptable with the application?

Thanks

Nick
