Ralph,
I can confirm that the attached, received today, address the
required amendments (as they relate to trees) and are therefore acceptable for
the purposes of condition 11.

Hi Sarah,
Many thanks for your prompt replies.
Following your comments in red below I can now confirm the following:
COLEY PARK
Condition 11 (Construction Method Statement)
Please find attached a revised copy of the Construction Method Statement which now clearly indicates reference to the approved Tree Protection Plan (drawing no. TW19741-03 Rev B) as requested. Also the Construction Method Statement Plan attached has now been revised in relation to the southern Site compound and material storage area so that it does not conflict with the approved tree protection measures for the boundary
Condition 15 (Control of dust and noise)
I assume that this condition runs hand in hand with condition 11 above in that there is explicit wording contained within the CMS for the control of dust and noise
Condition 18 (Provision of Bat Licence)
The wording contained within this condition read as ‘Building B1b (as per the bat survey report, Keystone Environmental Ltd – “Coley park Reading – Bat Roost Activity Survey”) shall not be demolished until a licence for development works affecting bats has been obtained from the Statutory Nature Conservation Organisation (Natural England) and a copy has been submitted to the Local Planning Authority.’ As this document has now been obtained and submitted to the Local Authority prior to any demolition works and that mitigation measures approved in the licence are being maintained in accordance with the approved details can I also assume that this condition can now be recommended for discharge?
I will continue to address responses in relation to conditions 21 (landscaping) 22, 24 (landscape management) and 25 (boundary treatment) but trust that the above-mentioned pre-demolition conditions can now be discharged.
ELVIAN
Condition 9 (Construction Method Statement) Your comments have been noted and we await formal recommendation of discharge of this condition
Condition 57 (Drainage management plan) Comments noted. We are in the process of speaking with our consultants over these remarks and will update you as soon as they have completed their amendments
Condition 59 (Archaeological programme) Works still ongoing on site and will continue for the next ten days. Ellie Leary of Berkshire Archaeology will be dealing with this more
Condition 62 (Provision of CEMP) Your comments have been noted. We do not have a copy of your memo to Ralph dated 7th September but trust it appears acceptable in principle
I will continue to address responses in relation to conditions 15 (landscaping), 18 (boundary treatment) and 61 (Arb Method Statement) but trust that the pre-demolition conditions 9 and 62 can be discharged at this stage.
Kind regards
Jason

This is an EXTERNAL EMAIL. STOP. THINK before you CLICK links or OPEN attachments.
Hi Sarah,
I will certainly look into that for you and hope that we can provide an acceptable proposal in due course.
Just as a quick catch-up regarding pre-demolition conditions:
COLEY PARK
. Condition 11 (Construction Method Statement) This information was initially received by yourselves on 20th July with further amends issued to you on 31st August following your comments in a memo to Ralph I note the changes to the CMS – unfortunately it does not refer to Tree Protection Plan Rev B which is the approved version. In relation to the Construction Method Statement Plan Initial Phase and plan for the subsequent phase, the southern Site compound and material storage is partly in conflict with the approved tree protection measures for the boundary Sycamore (T64) so need to be amended.
. Condition 15 (Control of dust and noise) Again, this information was initially received by yourselves on 20th July with a long stop decision date of 26th September
. Condition 18 (Provision of Bat Licence) Again, information initially received by yourselves on 20th July with a long stop decision date of 26th September
. Condition 20 (Tree Protection) Tree protection measures have now been put in place on site in accordance with approved Arboricultural Method Statement TW19741ams, including Tree Protection Plan TW19741-03 B Noted thanks
I await a response to conditions 21 (landscaping) 22, 24 (landscape management) & 25 (boundary treatment) – ref my memo of 16 August. Following acceptance of details for condition 21, I can then confirm acceptance of conditions 6 & 29 (lighting)
ELVIAN SCHOOL SITE
. Condition 9 (Construction Method Statement) This information was initially received by yourselves on 9th June with further amends/clarification issued to you 7th September following your comments in a memo to Ralph I accepted this (as far as it relates to trees) in an email to Ralph on 12 July (application 161094).
. Condition 57 (Drainage management plan) This information was initially received by yourselves on 20th July with a long stop decision date of 14th September. I will respond to your e-mail of yesterday regarding drainage clarification/comments With regard to your email of 9 September, I note the reasons for the sewer easement and note the foul water drainage strategy on drawing 25995/2003/002 P2. I await a response to my other comments to this condition (ref my memo of 6 September)
. Condition 59 (Archaeological programme) Works are continuing on site and are expected to be completed towards the end of September when I assume Ellie Leary of Berkshire Archaeology will recommend that this one is signed off
. Condition 62 (Provision of CEMP) This information was initially received by yourselves on 20th July with further amends/clarification issued to you 7th September following your comments in a memo to Ralph Accepted in principle (email to Ralph of 7 Sep) but with advisory that it referred to an Arb Method Statement that would not be the final version.
We await comments on conditions 15 (landscape etc), 18 (boundary treatment) and 61 (Arb Method Statement) ref my memo of 6 September. Once received I hope to be in a position to agree these and also comment on condition 7 & 12 (lighting).
From the aforementioned summary and together with all the information that you have now received from Taylor Wimpey would it not be too presumptuous to expect a recommendation for the clearance of the said conditions by the end of September?
I look forward to your response at your earliest convenience.
Kind regards
Jason

Subject: Elvian clarification
Jason,
Further to my memo of 6th September to Ralph Chakadya, I just wanted to explore one of the issues I raised a little further, that being the drainage/sewer easement. If this refers to the area around the sewer in which tree planting has to be avoided, please can you (when responding to the memo) mention the issues with planting there, including confirmation of the depth of the sewer.
For information, if it is relevant, Thames Water have agreed to tree planting above a main sewer (where it’s deep enough) in several sites in Reading subject to agreeing the planting specification.
