Hi Ralph,
Understood. Having just spoken
to my client we can agree to the 10/02/2017 date. However, if the application

Philip
Unfortunately the Council’s Ecologist works part time and I can only
be in a position to know how soon I will get a response from him on the
submitted report next week Wednesday. Therefore, the earliest date for a
decision could be 10/02/2017.

Subject: RE: 162206FUL 50 Albert Rd Extension of Time
Hi Ralph,
We have literally just received
the Preliminary Roost Assessment for the property which I have attached to this
email. I trust you now have all information required to determine the
application therefore, could you please advise on the soonest possible decision
date? The 17th is 3 weeks away and given the determination date has
already been extended we would appreciate a prompt decision.
The preliminary roost assessment
has found no evidence of bats on the property. However, the ecologist has rated
the building as having moderate habitat value for supporting bats and has
recommended ‘two dusk emergence/dawn re-entrance surveys during May to
September’.
The initial quotes we have
received for the emergence survey is circa £1000 pounds. We are committed to
our obligations with regards to the protection of bats however, given there is
no evidence of bats on the building and there will no new habitable rooms
within the roof void, the expense of the bat emergence survey is difficult to
justify. Particularly if the mitigation for any loss of habitat can be achieved
for less than the cost of the emergence survey. We would appreciate if the
council ecologist could review the findings and advise on any options going
forward.
Many thanks, I look forward to
hearing from you.

Hi Ralph,
Following discussions with my
client, we are willing to agree to the extension of time up to the 30th
of January.
We were obviously
disappointed to receive the request for a bat survey so late in the
determination process however, we understand there have been some difficulties
due to the original planning officer dealing with the case being on extended
sick leave.
The earliest we have been
able to commission a Preliminary Roost Assessment survey to BCT guidelines is
Wednesday the 25th of January. The report will follow and we will
forward at the earliest possible opportunity.
We trust everything is now in
place to determine the application and as always, should you require any
further information please do not hesitate to contact me.
Many thanks,
