Hi Ralph,

We agree to the extension of time. Given the tight timescales if the Council are able to reach a positive decision earlier than the 29/09/2017 that really would be appreciated. I will speak with PBA and ensure we get a response to Darren as soon as possible.

Kind regards,

Claire

Hi Dan and Phil,

I have just been running through the Technical Note for the NMA application for Worton Grange and I have a few questions regarding the capacity assessment of the Basingstoke Road / Site access junction.  My initial concern was that the proposal suggests that the degree of saturation would reduce as part of this change especially for the right turn into the site.  I would have expected this to increase given that any movements from the east i.e. Whitley area would divert from the roundabout junction on Imperial Way to the Basingstoke Road Junction and that the permanent right turn would have been for buses only therefore very little development traffic would have utilised the Basingstoke Road.

In reviewing the Technical data I have noted that the demand flows inputted into the junction assessments have reduced for the Basingstoke Road / Site Access junction when compared with the initial TA Assessment, although I would expect this for the west to east left turn movement given that the development would not be fully occupied the east to west right turn / straight ahead demand has also reduced.  I am assuming that this is a result of using the same distribution on the network but as explained above trips from the Whitley area would divert directly to the Basingstoke Road and turn right into the site which will increase the number of east to west movements, if my assumptions are correct then the junction will need to be reassessed.

Can it also be explained why the demand flow for the west to east straight ahead movement at the Basingstoke Road / Site Access junction has reduced, given that this would just be background flows that would not be associated with the development and the assessment states that overall the junction is an improvement when compared with the completed scheme I would expect this to remain a similar demand.

Please can the above be addressed and an updated assessment be submitted.

On the same subject has the Factory test taken place yet?  Lyndon has not been in the office for me to ask.

Please note that I am not around this afternoon but will be around tomorrow if you would like to talk this through.

Kind regards,
