The main objective of the planning application is for change of use from current offices to Sui generis. I am a small business offering permanent makeup services and aesthetics treatments. I also offer training services. I am the sole person and do not employ any staff. I treat clients on a one to one basis and offer training on a one to one basis. Therefore usually there will be one or two persons in the building at any time so this will not have an impact on neighbouring parking as the premises has a space for two cars at the rear. Furthermore there is additional short term parking on Whitley street and neighbouring roads. There will not be a large footfall into the premises due to the nature of the treatments taking 1-3 hours and training will take the whole day. My operating hours will be during the day so this, along with the small footfall of clients will not generate any significant noise. The equipment I use for my treatments is either silent or small appliance so again this will not generate significant noise. In terms of health and safety any waste material from my treatments will go in specific clinical waste bins on the premises and will be collected by an approved clinical waste disposal company. In terms of renovation work the plan is to erect a partition wall on the floor space to create two separate treatment rooms so as to maintain client privacy and confidentiality with regards to treatments. This will not result in loss of open space. With regards to CC8 safeguarding amenity I see no reason to believe there will be a detrimental impact on the living environment of existing residential properties. There will be no impact on traffic movements or character and hours of business are sociable. There will be no impact on noise, safety/crime, smell, vibration, artificial lighting, overlooking/privacy with regards to other existing properties. With regards to RL3 vitality and viability of smaller centres, the existing premises is vacated office space and so should not impact on vitality or viability. The proposed change is compliant in accordance with RL3. It will not have a negative impact on the amenity of residents and will not change the character of the street note the premises on the right is a tanning salon. Sylwia Zurawska
